Express Shot ditches its charge-up
Express Shot no longer needs an attack pause to charge, but its cooldown jumps to 8s and proc damage falls.

- Extra Ammo Consumed reduced from 40 to 30
- Proc damage reduced from 170% to 125% of base attack damage
- Proc damage on alt fire reduced from 45% to 35% of base attack damage
