Crackshot now rewards headshots

[Holliday]'s Crackshot no longer needs three consecutive bullet hits.

Reworked: instead of triggering after three consecutive bullet hits, headshots now deal bonus damage and apply a fading Move Speed penalty. The effect can only trigger when off cooldown, and the cooldown is reduced on NPC hits.
